Hedgecoe studied at Guildford College of Art and founded the Royal College of Art’s photography department in 1965, and the tone and structure of his books reflect his teaching techniques.
He worked for Queen magazine from 1957 to 1972; in 1966 he took the portrait of the Queen which is used on UK stamps. It became the most reproduced photo in history. He established the photography department in 1965 at the Royal College of Art London, where he was Professor from 1975 to 1994 and Professor Emeritus later on. His photographs have appeared in publications such as Queen, Harper's and Queen, the Observer, The Times and the Sunday Times. He was the author of numerous books including Portraits (2000), which formed the basis of a display at the National Portrait Gallery.
